Not sure about off leash. There is a sign with beach rules next to the board walk in the parking lot. Personally we always try to use a little common sense with our dog. If other people are around, we always use the leash and always pick up after our dog we carry little baggies. There are trash receptacles in the parking lot as you exit the beach also. There was a lot of storm damage the last 2 years. They have a ways to go to get Varn Park refurbished and back to normal. Try by the pier in Flagler Beach.

Yes. They are doing dune restoration there now though. It was closed.

Been wondering that myself. We just take the side way around and get to the beach.
