At customer service there are feedback forms
It's possible. Stores have been closing all over. I really hope and wish that it doesn't. It seems they are trying all they can to stay afloat.

Lots of sales, ask if they have any coupons behind the desk
West side or north side entrances to jcpenney is about the same distance to the counter for online purchases. The counter is between bedding and curtains.
