Hi - not sure what kind of tool that is, but a wrench or screwdriver is usually all that is needed to tighten bolts or connections. It all depends on the design of course, so if you have any questions about your specific design just contact us and we can help you out.
Hi - we sell light bulbs, but we do not recycle or buy back bulbs if that's what you mean. Thanks for the question.
