Yes, assuming s/he was born in Placer county. Otherwise I think you have to go to the county they were born in.
If you are referring to ballots, yes, the Registrar's (elections) office has public hours of 9am to 4pm both days this weekend.
That's a question for the court... Ask them, but I'm thinking the case is out of date (life) and all you need do is refile to revive it though perhaps with a completely new file number, etc...

Yes you can, you do have to make an appointment though Here's the link with the details https://www.placer.ca.gov/1776/Passports However you do not have to apply in person if the following applies to you: you have possession of your passport and is undamaged and was issued when you were age 16 or older and was issued within the last 15 years and was issued to your current name.... then you can apply online and by mail
If they're older you might want to check with the revenue services division for the county you believe you might have a ticket in, the point will fall off, but the amount owing could still be open and dmv will not have that information
No you have to go to Sacramento County
The County Recorder is located there. They can help point you in the right direction for finding out the age of your home. They need it to be able to assess value. Hope that helps.
