Rating as 1 star because PA turnpike is taking extra money from me even though I have a transponder! And it's difficult getting reimbursed!

I enjoyed this drive on the turnpike. It's always so pretty in Autumn, and rhe traffic moves well everytime I'm on it (once every few years). However, I highly recommend the Turnpike Commission advertise the pay-by-plate policy BEFORE cars enter the toll booth where that detail is more useful than two miles down the Turnpike road. Where I live, you get a $50 fine plus the toll if you go through the EZPASS lane without an EZPASS. Of the four lanes at the Lehigh Valley toll booth, the only ticket-giving lane one lane was closed, and the other three were EZPASS only. What the hell was I supposed to do? I spent the next 25 minutes on the phone with the PA Turnpike's 1-800 number to inquire about the possible fine. Turns out, PA shifted to pay-by-plate back in March. This, indeed, would have been useful to know before I got up to the toll booth. Where were the signs for the out-of-town drivers who didn't know? Here's my gripe. Because each participating state executes their EZPASS program slightly differently than its neighboring states, wouldn't it make so much more sense to advertise this pay-by-plate detail before entering the toll booth, so that out-of-town drivers could just drive right through like everyone else without fear of a $50 violation fee? Furthermore, what good does it do me or any other driver if the pay-by-plate message is on the digital screen two miles up the road passed the toll booth? That information is useful before entering the Turnpike system, not once we've been on it for miles. Lastly, there were bright yellow signs on the Turnpike going northbound after the Lehigh Valley interchange and before Wilkes-Barre that indicated one exit was for EZPASS holders only. So, does that mean people without an EZPASS can't get off at those exits without the pass? Just so confusing. I think it would be helpful for all motorists if the signage problems are resolved promptly.
