I'm pretty sure it's about $100 an hour on average, so depending on how detailed your piece is will help you guesstimate. I have a forearm piece that was about $600, and it took about 6 hours, you definitely get what you pay for for ink, cheaper is NOT better! When it comes down to it, do research on an artist you like, then speak with them directly.

I honestly am not sure, I believe Missouri state law says if you are under 18 you need written consent from a parent or guardian, but I would highly recommend calling individual shops as the ones I'm aware of you have to be 18.
