Vibe was good, clean facility. When I asked for a really simple tattoo was told I have to create my own art and then bring it in. Not sure why I would be paying a tattoo ARTIST if I just did it all myself! Pretty dissapointing since I was really wanting to get work done here after researching its artists.

This is one of those questions that can only be answered by the artist. But given the time and care they put into their work you can bet on it being at least 100$.
Probably not. Most places require you to be 16, but you have to have your parents signed permission. The shops have the right to refuse service as well. Any shop that would allow you to get a tattoo at 15 is also probably not a very reputable shop.
I think that'll be up to the artists that work there.
They don't do piercings there
