Been calling for months to get a problem they caused and never get anything solved. Because no one knows anything. They are working from home because of Covid. Don’t know why the rest of the world is up and running and they’re not. Worst service. Wish we had another office. Kathy the manager doesn’t help. Joanna doesn’t either.

You will need proof of identity for the kids. That can be a school ID, state ID, immunization record no older than two years, or a medical record no more than two years old. Medical documents need full name and date of birth. Do not bring just a birth certificate. It is proof of birth, showing someone was born at some place and time. It is not proof of identity.
Are you talking about a newborn child, a lawful alien, or a replacement card? Replacement cards for an existing person can take 5 to 10 business days. Newly enrolled lawful aliens two to three weeks. Depending on how a hospital submits it for a newborn, it can take a few months.

The answer is it depends. If he is under the age of 18, then no. Once he turns 18 he can apply for disabled adult child benefits. If he is found disabled under those rules he can qualify for Medicare. However, what is considered disabling for a child may not be the same for an adult. It will depend on the severity of his condition; Social Security only disables adults that cannot perform substantial work.
