There is a public computer at the Oroville or Chico Assessors office that'll pull it up, there may be 3rd party websites online that will pull it up. If the property is in Chico, the City of Chico has a GIS map on their website that'll pull it up.

No. Property taxes can be paid in Oroville, online, or mailed in. There is no physical place other than Oroville to pay.
