They make ratx product. The product is more of a scam. the product does not attract rats or mice . That is a major requirement of rat poison. Also, when calling them, you must leave a message that is not returned.

Am I able to use Rat X by my water heater or would that cause some sort of problem?

Rat X is an ecoclear LLC product and per their website I'd say there's no indication that placing it near a water heater would pose a concern as long as you're abiding by your local safety regulations regarding storage of items near a water heater. https://ecoclearproducts.com/our-products/ratx/

I live in Ramona, Ca and am having a terrible rat problem in the feed room of the barn. I don't want to use any poison since I have owls and hawks in the area. Are they safe around Rat X?

No secondary kill from Rat X, totally safe and used by wildlife agencies because of this.
