Probably the worst marina in the bay area as far as actually having a slip there. Constant harassment by police in the parking lot even if you have a slip. The office staff are rude and aloof. Just avoid this place if you want to enjoy your time on the water.

I don't know if it meets the legal definition, but access to docks is via bridges and ramps which appear to be wheelchair accessible. Avoiding low tide is a good idea because the ramp may be too steep for a wheelchair. (The docks float, so the incline of the ramp is determined by the tide.) The docks themselves seem to be wide enough for wheelchairs.
The town also has a large industrial area. I've seen many jobs advertised there. It's 8 minutes from SFO, one of the largest international airports in the US. There are a ton of jobs there. The economy is booming now and jobs are going unfilled in the SF Bay area. Traffic is a killer though so driving more than 5 or 10 miles could be a deal breaker.
