This is not a simple question to answer because there are many things that can affect the outcome of a low appraisal. Did you remove your appraisal contingency with the offer? If so, you will be obligated to either make up the difference out of pocket or consult your lender for other options. If you have not removed your appraisal contingency, then you can try and negotiate with the sellers.
In order to get the pipes inspected, a plumber will run a camera through the clean out into the city sewer line. The plumber will be looking for evidence of root intrusion, cracks, and offsets in the line. With regard to the pipes feeding water to the sinks, bathtubs, showers, and toilets, the general inspector will run all of those to check the water is coming out correctly and draining properly.
I don't think so because inventory is so low and interest rates are also relatively low. There are no indicators that the market is going to crash. Demand from buyers remains high as well.
