Yes, there is a small section of beach that accommodates dogs. Very small when the tide is in.

Short answer: sometimes yes, sometimes no. Long answer: It's a very well patrolled spot in a residential area so I wouldn't plan on it being open much later than that. Last time I was there it was a Monday in September so they weren't as attentive to closing the gate. I've read other reviews that say they closed it earlier other times. It's really a gamble. It's a great little spot when it does work out, but it's really not reliable.
Depends on the mood of the neighbors and the mayor. When I went, it was closed and it was said to be open. My pup (a guide dog puppy) and I also got honked at. Playland is fun and friendly!

It's supposed to be open daily until noon. I too have returned and found it gated off. I can email the town and ask what's going on.
At the dog beach there's a sign that says you can't swim however people have. The sign also says dogs must be leashed but everyone takes the leashes off. Cops rarely come in and usually only do if locals call about the dogs being off leash
You may visit the beach with your dog regardless of residency in Larchmont. It is the village property, so they are the ones who enforce regulations. Apparently it is now closing at noon, due to the heavier crowds.
As long as your dogs behaive and there are no compliance it's fine
