Maybe because people don't let management know there's a problem via direct sources of communication like face to face or a phone call. You do realize that most businesses don't monitor their Google reviews / questions, right?
I doubt it. You are doing good if a place gives you a little bowl of ice cream or a little cupcake or something. only time you get a free meal is veterans day, if you are a vet.
