It is about 3 blocks up Santa Barbara St. from the Court house
No dedicated parking, nearby street is free, and no entrance fee.

Yes, koi at pond, Xhase Palm Park. Also a koi distributor on Montecito Street near the Amtrac Train Depot.
No tables but plenty of places to sit. You could lay out a blanket and have your own old-fashioned picknic
