Interesting spot for tennis courts in a non descript part of town. Is it built for tourists waiting for cruise or local sport enthusiasts seeking a tennis or basketball game. It's a hard park to find on the map or from the road but once you find it there seem to be no rules as I parked by the courts for free. The facility does have lights that you can manually turn on and off. The courts are beautiful two tone shade of blue with a nice logo on them.
