Officially sunrise to sundown. However, if there is a baseball game, that area to the west of the park will be open later. Also, the east gate opens at 6am, before the sun comes up, and people can come in to walk/run on the paths.

I have an inflatable kayak I like to take out from the boat launch next to the paddle boat rental place. I usually have luck around the island straight out from there.

There is no signage saying you can't, but always a good idea to check with a park ranger. They are always around. Or you can go with the "seek forgiveness rather than permission" route ;)

Yes, there are picnic tables located inside Okeeheelee Park. The smaller, single-table picnic areas are first-come, first-served. Larger picnic areas are reservable for special events/parties. Okay, there're water activities and a beach... Personally, I wouldn't swim... maybe I'd wade. Maybe. Because, as in any and all parts of Florida, there are 'gators... not to scare you, but, you should know. They belong here. You're the inside species (you meaning everyone- not personally)... catch my drift?
Just as Laurel stated you can rent bikes kayaks and canoes absolutely. Now go out there and enjoy this wonderful Park. If you're a little wobbly on bicycles I also saw that they had a tricycle there. They have dedicated bicycle paths that make it easy even for a neophyte.

From the main part of the entrance heading north straight back of the park there's a nature trail Center or or something to do with Wildlife they could help you go in their office and tell him what you looking for they should be able to help you

It’s not Chinese, it’s from our Florida native Seminole Indian tribe. It may be translated to “good water” “quiet waters” or around that. But hard to translate

I would recommend you call their nature center. (Google that ;) ) It would probably have better leads. I be amazed if city state park has staff that checks online reviews.
