No, you may pay by phone on spot, if you need monthly parking permit because you ride the train as a daily commute you go to online Transit Store, link your easy card and register the type and tag of vehicle you planning to park there. Monthly permit is $11.25.
You have to get a bus pass at the train station or in the mobile app purchase a one day pass
