I think a simple hem would be possible for sure. If the skirt were to need darting or other form fitting alterations it may be longer. Alterations unlike drycleaning happens on site. 4 days should be good unless you are also having it cleaned. My two cents
Yes but only minor alterations such as minor repairs and hems. Hems for pants are $12 and up.
