It's not safe to walk around with a camera because you might be carried away taking pics. If your car looks broken and your camera didn't run out of memory yet then there's a chance that beach cleanup volunteers will hand carry your car on top of marine debris pile. Independent of those you could contract environmentalism and it's totally unsafe and has lasting impact on your mental health.

Cell phones do work there if this is what you mean. The ranger station can be reached at 718.318.4340.. there is no public phone booth (where is these days?).
You should call the visitor center and ask. Most likely they will not allow it since they close and lock the parking lot gate every night
It is free parking and free entrance. During office hour, you could get map from the office and brief explanation of this place. The staffs are very friendly and happy to answer your questions.

I've only caught: Sea Robin's, stripe bass, porgy, horseshoe crab, sting ray and fluke in those areas. But I've heard people has caught sand sharks and eels as well.
The visitors center is open 9 am to 5 pm. But the trails are always open.
Yes. You can see other kayaker there often when the weather is nice. Parking lot on both sides of Crossbay Blvd at the north channel bridge. Bring a fishing pole also, plenty of nice fishing there as well.
There are two main sides to the refuge. The west pool side has a visitors center and a nice loop trail that curcles around a pool and has nice views of the bay. The other side is across the street and more forested. Different wildlife on each side. I can expand more if you wish.
