They really don't help people, the continue to help those that are lazy and continue having kids that abuse the system. When it's people who truly need help but get denied. The workers act as though they are giving you something some are unqualified to be a social worker.

I would check social services they do I believe
All Government offices usually are closed on Federal Holidays
they say or suggest that 16 year olds are ready to be left alone by themselves but there is no law in Virginia that says there's a age limit for when they can or can not be left alone overnight. If you feel that she's trustworthy and responsible enough.. I have plenty of friends that let their kids around 13 stay or go places overnight, even by themselves. :-) I hope this helps you
