Yes, you are able to move from another sober house, halfway house, or program.

there is a move-in fee of $300 and rent is $200 weekly. So to move in it is $500 total and then $200 every week after that.

You are allowed your cell phone, there are zero restrictions in relation to having and using a cell phone. Smoking is allowed on the property but is limited to strictly outdoors.

There is no "program" at this particular house. This house is a step house that requires you to be involved in programs such as AA or NA or similar program. They do have other houses that offer a program but am not sure of the length of time for those programs.
