Yes they can. My phone screen was worse completely dead. It costs around $150 give or take, depending on how much the screen replacement costs. It may take 10 days for new screen to come in, if they don't have it in stock. It my be even cheaper if it just needs the glass replaced and not the LCD display. Cost is basically $50 plus cost of parts.
