Hi David you don't need mask while you're dining but you need mask if you walk around the restaurant

Yes! You just go inside through the parking lot, pick a table, leave it there while you go and place an order. They even have blue doggy bowls
Yes. The wifi is free. It is cafe policy that you must make a food/beverage purchase to hang out there.
