No, you cannot sadly. I tried going there last week and the sign on the door said that they cancelled dmv services. I'm not sure when it will be back to normal.

Hi, We have a horse trailer, we received a PTI (PERMANENT TRAILER IDENTIFICATION) CARD.. Can you confirm that this would be used if the trailer is sold, or do we need to complete a FORM #227 : APPLICATION FOR DUPLICATE TITLE? Thanks, Kim Gluch
