Only if you have to install wiring and an outlet. Permit would be for electrical only. If outlet is already there no. I work for KCMO City Planning as a Permit Writer. You may use CompassKC to apply for a permit. You must own and live in the home as a primary residence. If it is a rental you need to hire electrician to pull permit and do the work.
