how come noone is answering phones? its 12:18 on Wednesday i been calling for the last 30 min non stop and the VM says beginning april 18 the permit center will be open through the lunch hour. clearly NOT get it together hire more staff or better yet have someone supervise them

Code Enforcement should be able to help you with that unless the issue has to do with work being done under an active permit. In that case you would call for an inspection on the active permit.
If its a residential neighborhood you probably can. You should consult with the City Planning Department first.
