Management here is a joke! They single out people and harass them yet let other get away with any and everything. But everything else is great! Quite nice and clean place to live low crime rate and neighbors watch out for each other and are pretty friendly....

Meter is by your house. They are on they're own water.. Not through the city.. Had issues with water as well when I lived there. They'll tell you that you have a leak, check for leaks.. Blah blah blah.. Good luck!
