Yes they are. There was staffing problems in June.
They do & it would probably be put in the metal scrap pile. I took a broken garbage disposal there yesterday.

They accept plastic bottles as long as it has a recycling symbol on it, and it didn't contain hazardous waste (no oil, antifreeze, pesticides, etc.). There's also a household hazardous waste facility nearby that takes those items.
Free drop off, no money given.
Dried up paint cans can be disposed of in regular trash. Wet paint can be taken to the nearby Household Hazardous waste facility.
