had to give it 1 star because I cannot go any lower. I lived at Pinehurst Apartment at 3980 Telegraph Rd since early 2011, and I just moved out recently (mid Aug-2017). I would like to recommend to everyone do not live there. It’s a very bad place to live, and it’s getting worse. Following are the reasons why no one should rent an apartment at this Pinehurst Apartment: 1. Almost no extra parking spaces. There are 28 apartments and each apt has 1 assigned parking space. There are only 4 open parking spaces. So if anyone who has 2 car and return from work after 4:00 pm then definitely will have to park on the street. 2. Security in the surrounding area is very bad. If you park a good new or nice car on the street overnight (especially weekend nights), chances are it will get vandalize with spray paint, scratches, dent, ... If you leave something valuable (i.e. leather jacket, cell phone, …) in the car overnight, then 99% someone will break in to your car and take it. Happened to me twice and cost me more than $400.00 to replace the windows. 3. Packages deliver at front door where no one home then definitely it will be gone. There were many times I follow the tracking information of my order packages from work, and as soon as I noticed the packages delivered I came home right away which only take about 15 – 20 minutes. But by the time I got home, they were already gone. Of course it did not cost me anything, I just had to report it stolen and get another one. But it’s pain in the ass to wait longer for the order, and especially worse if the product not available and I had to accepted the refund. 4. No manager on site, and if you request or need for any services, which not emergency, then more likely you will have to wait, and keep waiting until when you get lucky. 5. I believed the place was built in the 1960s. It was so old and the insulation not working anymore. Inside and outside are almost the same as for weather-wise. No central air, no A/C, only has electric heater which cost extremely high when used. The walls have no sound proof, when your next door neighbors talking or making noises (i.e. loud music, loud TV, mixers, blenders, coffee grinders, …) then you will hear it too. Maybe not clearly, but you definitely will hear those sound, especially at night. 6. The renting cost increased almost $100.00/month for every new yearly contract. My current rent is almost $1500.00 per month, so if I stay for another year then probably it will cost me around $1600.00/month. 7. When I moved in back in early 2011, there was an old lady as a manger living on site and at least things were better as for services requests and keeping things nice and clean. But since she retired and moved out in late 2012, those were gone too. We were told there will be a new manager coming soon and everything will improve. I was keep waiting and waiting, but it seemed like that day will never come. My conclusion is with all of these terrible conditions and with the cost at regular market price then Pinehurst Apartment is a very bad place to rent. Thanks God, I found a place at Cypress Point Apartment with plenty of parking spaces, swimming pool, spas, fitness room with exercise equipment, and with all of that for the price of $1600/month for 740 sq ft 1 bed room apartment.

From the outside these are appealing little one bedroom apartments. But there are some key issues that one should know prior to moving in. First, the parking stinks! You get one single car garage that will fit most mid-sized cars or SUV. If you're a two car family then get used to parking on the street. Sometimes far down the street! Second is the utilities. Water, trash, sewer is combined onto one bill by a third party billing company. This bill is never under $100. Third is there is no air conditioning. That myth that Ventura has a cool climate and no A/C is needed is wrong! Because the ocean is so close the humidity is very high. All it takes is a mid 80's degree day and 70% humidity to be EXTREMELY uncomfortable! The laundry facilities are small. Three washers and three dryers are all there is for the 28 unit complex built in 1973. Several busy bodies live in the small complex and are always peering into open windows as the casually stroll by. Very annoying! All in all I would have not moved here if I had all the facts.
