Toricelli Carestil
A pretty barren park but while that might make you feel that this part isn't good that's just wrong. The park has a lot of open space for you to really set up and doing anything with friends and family. Without the open space you've got the sand pit and you've got a neat playground for kids which (was way better and bigger before to the point to where it wouldn't just be only kids). The biggest problem would most likely have the be the entrance as it is littered with caps from beer bottles and such.
Mark Palace
Great park. Excellent central location. Fun play area with jungle gym for kids under age 10. Excellent infrastructure nearby. Large field area for running, walking, training, etcétera
Glennel Diaz (GDC)
Great place to go to parking is limited however never packed. The playground area is small but has enough activities that will have the little ones tired and hungry after. Great place to play soccer or enjoy a sunset with the family.

I haven't seen any signs prohibiting pets, and I see lots of people walking their dogs, so I would assume yes. There are a few sidewalks but most of the park is open grassland and three stands of pine trees and palms. Most of this space is marked off for soccer fields. Fyi... There are a lot of anthills if the grass is a little long.
