It depends on what you are trying to make a payment for, Kim. We accept payments by phone for traffic and parking ticket fines, and certain other payments. The credit card used has to belong to the person who has the traffic ticket, per credit card security requirements. If you are borrowing someone else's credit card to make the payment, you would not be able to use that card for a payment by phone.
