I've been coming here for many years and it never disappoints. They have a playground for kids, and stairs in case you don't want to do the sand. You must reserve, and pay online.

You can climb up the dunes or take the stairs. Going up the dunes is best if you do it in socks. It can get real hot. It is a serious workout. I liked it better when the top was open.
Nichelle Reed
The workout was nice and the short walk to the beach was amazing! It was not crowded and very peaceful.

If you're looking for an alternative way to workout this hill is right for you. It's hidden in a community near Manhattan Beach and you get the breeze to cool you down as you challenge yourself. Also if you have kids, it's attached to a small community park playground. Also be mindful there is a resident who is known to be disturbed of loud noise, so if you plan on having a group outing or playing music, be wary.

Are you planning to do a big group event? If so you can go to there website. If not there is no need. Just go and enjoy the sand and the stairs.
https://www.citymb.info/departments/parks-and-recreation Drill down to the Registration page. You need to setup a separate account for anyone over 13.
Yes
And
You still have to make reservations if you're an adult they wants to run the dune. The rest of the park is open to anyone
The trail stays open 24/7
No they dont close the gate to the steps.
Only open for kids Do the stairs
Due to historical impacts to neighbors of large crowds the sand dune access is contolled. I suspect the reasons for Sundays closure are budget and deference to neighbors who negotiated unselfishly to allow the park to remain open.
Sand dune is open every day but closes at dusk.
