Took my dog this spring and it was beautiful. Definitely a short stop but something to do of you're bored. Slippery trails not much gravel on them and the stairs are a little steep. Chinook also enjoyed it this past March

It's a quick walk down and then some stairs. I feel like you could spend as little or as much time as you wanted there. It was beautiful.

Just next to the parking area, but you have to go down a long, steep set of wooden stairs.
Free to the public, wear comfortable shoes, their is a lot of stairs
I don't recall signage that states they are not allowed. Additionally, there does appear to be anyone there to regulate that issues anyway.
As for the name of the place, some believe it was so named because of the mascot of the nearby University of Wisconsin is called the Blue Devil. Others believe the name Devil’s Punchbowl was influenced by other unusual geological formations found in the United States, such as the Devil’s Bridge Trail in Sedona, Arizona, Devil’s Kitchen Cave on the southwestern shore of Mackinac Island in Michigan, or Devil’s Tower in Wyoming. NOTE: There are three other Devil’s Punchbowls in North America
