Drive through hazardous waste disposal works great just like the one in Oakland alameda county. Facility is a little smaller, no online appointment system, everything else is pretty much the same. Very good experience overall.

I waited for 1hr and 14min in line for to tell me that they ran out of money at 3:28 today early I was in line for 35min before I see that they were out for lunch

They do not charge you for taking your TV, it's a free service.
You can just put them in the regular garbage can
Yes. They have a reuse shed that is open during regular business hours. It gets restocked with partially used paint cans that you can take to use yourself and bring back if you still have some left over.
