This place has nothing to do with self sufficiency and would not exist with minimum guaranteed income, as in many countries.

Call Children Protective Services they will check it out
Call your worker on Monday to get a new card and deactivate the old card
If you're recieving other benefits from an entity there such as CPS or disability, perhaps. Otherwise generally no. Might check with community connections as well.
