This is a Section 8 Federally Subsidized Program Office for the City of L.A. If you have housing issues not related to Section 8 Program this is not your place, you may want to check with LA Housing Department instead. Any issues between Landlord and Tenant is between the two parties. Read your lease agreement as it is binding. If you require legal advise, this is also not the place. Go seek a legal counsel or contact legal aid.

The Housing Assistance Payment (HAP) contract with HACLA section 8 doesn't expire. After the 1st year it continues as month to month. The contract will terminate on the same month tenant moves out of the unit or if tenant leases another unit elsewhere (whichever is first). If tenant is currently subsidized under the S8 program the tenant may request for a voucher to move by submitting it in writing to their S8 Advisor.

There are several housing programs funded by HUD. You will need to contact them directly to obtain more information. However, if you are inquiring about the Section 8 Voucher program, wait time depends on each individual city's Public Housing Authority. Most local PHA are currently closed for new applicants. In the City of LA alone, there are thousands that were able to get in the waitlist just to try and obtain an application. Some waited over 10 years just go get an application and eventually get accepted in the program. As of today the waitlist for HACLA is closed. Check the website for more information.

Applications are only available by computer lottery to those 10k people that was able to get in the waitlist a few months ago for the city of LA. The last time waitlist opened up was over 13 years ago. Depending on HUD budget and HACLA we will not know when the waitlist will re-open. I suggest keep an eye on news or keep checking the website monthly www.hacla.org Each city or county have their own separate public housing authority. Therefore sometimes other PHA open their listings too.. so keep an eye out. Only thing your aunt can do is register to nearest Homeless shelter as they have other programs to prioritize the Homeless and US Veterans

Yes, but you should obtain legal counsel to know your rights as a tenant especially if you are disabled. If you are in Section 8, it must be 90-day notice. If you fail to vacate within those set time frame, the landlord may go through the legal court eviction process which may end with a Sheriff posting an unlawful detainer against you with a deadline to move out all your belongings from the home. Regardless, consult legal advise.
Always refer to your lease agreement. This can be a legal issue between landlord and tenant and the Housing Authority normally does not answer those legal questions. I would suggest you consult with a legal counsel for advice.
It all depends on type of complaint. If it is regarding harassment or threat, you may want to report to local police department. If it is due to discrimination, you need to contact fair housing, if you are in the section 8 program and the unit requires a maintenance that is life threatening or health hazard, you need to contact your Section 8 Advisor and request an inspection. If the unit is NOT under section 8 and want to report a deficiency that the landlord is not correcting after several documented attempts, you may want to contact LA Housing Department or Building and Sadety. For all other information regarding your tenant rights or if under eviction, contact a legal aid office.
Not sure about whether you have priority or not. Check with the Dept of Veteran's Affairs and ask for someone that deals with housing issues. Also, go to the Housing Authority in your area and request assistance. Lastly, call your councilman and ask for help regarding housing issues. That's a good place to start.
