Shade is sparse in some areas due to the fire, but the whole area has been replanted and they are now over 6ft tall. Great place for hiking or biking.

This is a great example of wildfire adapted forests and a post-wildfire landscape. The area was nice for hiking but pretty barren. We did get to some places with nice views. We went on a sunny February day which was great weather, but hike here in the summer and I think you'll long for some shade (which there isn't much of). The trails are basically fire roads and mostly vehicle traffic free, except for the road that goes directly to the east from the parking area had several cars driving on it.

At this time yes. No fires of any kind. Camp stoves only.
I believe the campgrounds are closed during the winter
Yes you can use a tent and have a fire in the fire pits or metal grills supplied. Always check at the entrance fire station for current info on the numerous camping regulations that they have codified into laws that can be used to fine anyone who violates them. The charge each night is $25 up to 14 days max at $350 plus about $140 for 14 day bug protection or they will eat you and bite leaving huge welts that makes you itch the welts or bumps they cause on you body all over. You can get bit for free at Pinnacle Rock and save $350 but you must have a permit to have any fire.
No more shooting range for the foreseeable future.
