Nice place to relax, people watch, BBQ, walk around and appreciate life. Great views of the bay. Ample parking spots. Theres a few restaurants near by.

If they do charge a fee I believe that the Berkeley Marina has a public boat ramp that does not charge any fee. They are not that far from each other basically about 1 highway exit away.
I'd strongly suggest calling them for an answer to this question.
It's a park with a parking lot. Sure you can during OPEN hours but at night, no the cops run through regularly.
There are no boats for rent in the Marina as it is a recreational marina. If you are looking to purchase a boat feel free to check out Craigslist for listings and other various yacht broker. If you have any questions about the process of buying a boat in the Emeryville Marina feel free to get in contact with the friendly office staff! The office is opened between 8:30am and 5pm daily. :D
Unfortunately we don't allow boat rental and commercial activity in our recreational harbor. Feel free to come into the office any time for any further inquiries :D
