Yes. You can definitely bring water. They also have a small refreshment stand that sells cold water.
This was my first time there so I dont know about previous years. The seats are unpadded but regular in size and are not too close together. The front rows are close to the stage and I chose to sit there to the right of center. Recommend you bring a seat cushion...like the kind people take for use in sports stadiums.
