I've been trying to pull a permit for 7 weeks. During a time of Covid, you would think you could email what THEY lost. WRONG. 4 trips to Clearwater.

Unresponsive, untrained staff, no one ever answers the phone, 2 day return on emails. I don't know if they are understaffed or just don't care. (I lean toward the latter.) Classic government entity that takes your money with no level of service. I'm sure other contractors that read this will agree that they continually ruin relationships with our customers with their attitudes and lackadaisical performance. Sad.

I walked in at 4:14, was singing in at 4:15, the receptionist told me I can't visit because he won't let me. It says that the office is open till 4:30, and my question would take only less then 5 min. That was rude. I have to work hard all the scheduled time plus the overtime so I can pay taxes that pays the paychecks of the people, working in this building, while they don't even want to work the full hours they are paid for.

If you are in permitting and do not know, who do I ask? Contractor will certainly need a city permit. Happy new year.
Yes
I'd suggest that you note if its pop and replace existing or not. If it's a new fence line I'd include a copy of your survey and mark out clearly where the fence will be going. If your a corner lot make sure you have clear sightlines for traffic. And good luck, permitting right now is rough.
The breaker box can be an exterior type if rated for that. All Plumbing drains must go to sanitary sewer.
You can draft all the drawings, but all must be checked and then signed and sealed by a licensed architect. Some small interior renovations that have no structural do not need to be signed and sealed. Kevin Garriott City of Clearwater Building Official
