Small garden with some interesting architecture elements. It's surrounded by tall buildings that can make great perspectives. The place is very popular for Instagram photos. Parkings are in a parking structure and it's reasonable for $9 for 3 hours.

The Noguchi Garden was built on what used to be a lima bean farm and now is the home of two office buildings. The garden depicts California and it’s terrain. Redwood trees, sculptures,desert plants and a fountain all displayed on 1.6 acres. Nice place to sit or take photos. The parking was easy on a weekend, this is office space, so keep that in mind when parking Monday- Friday.

I am guessing you mean with a dog on a leash. I am very sorry but I really do not know. When I was there there were no people with pets present. Then again there were no more than about 6 people there altogether.
There is no gate at the garden. It's open to public everyday
Most of it is flagstone
There were many people there taking pictures. One was photographing a family for what looked like Christmas shots. There was a marriage proposal with family pics and many other people photographing with equipment way above the average cell phone. I would say no permit required...but I was only there for an hour. Definitely nothing posted stating otherwise! Hope that helps!
