Wanted to see it but wasn't sure how to reach it until I investigated more. It's a bit of a hike from where you park walking through woods. Almost out of breath by the time I reached it but for what it's worth I can say I at least got to see it up close.

Has its charm great to skate, photoshots, Blake and BTS had filmed video here! Sunset gives perfect lighting, and sunset perfect peace for any chooses activity ! This dam was a ok I walked from the woodley park recreational area. The dam holds the Los Angeles river. There are spots on the Los Angeles river where lots of birds and other wildlife congregate which is perfect for pictures.

Yes it is. I saw someone doing a photo shoot when I was there. I don't recall any shady area so bring a hat or something.
I've seen people fish at Lake Balboa and the Basin. I haven't seen anyone fish by the Sepulveda Dam. I am not familiar with the rules, permissions, and or regulations.
