Because people and cars, on the tracks, were getting surprised by the Brightline. Surprised meaning runover. FYI: people being interviewed afterwards were asking, "why doesnt the train make a warning sound?"

Permits use to be at city hall but they have moved. Permit are now just across the street across from the tennis courts on the n.e. corner from city hall.
