Is spring water, is not green just looks green. Is clear. Supposedly they drain it and fill it every day. The water comes from underground aquifer. Is really nice...I personally love pools and this one is Awesome!🙂

Not sure about December, but the parking is free, I recommend arrive early since the parking space is limited, there are two areas where you can park, one right next to the entrance and another just across the street.
