What is the procedure for reporting multiple unsafe electrical conditions in a commercial building in san Jose. They are fire hazards of which I have informed to occupant/tenant of them yet seen no action to correct the problems.

You are absolutely right as long as you have your request documented. If the landlord decides to evict you on a three day notice of failure to pay rent you will need to provide a document both for the request for stove replacement and rent withholding to prove to the judge you did your due diligence.
