What type of police district are you running? Since when did it become ok for two grown men to manhandle a 13 year old? What right did they have to put their hand around a 13 year old neck? Is that what they learned in training? You can’t say the 13 year old was disobeying orders after you put fear into her heart before attempting to arrest her. Distasteful

Call the department and make a police report. You can also get to the station and speak with the watch commander. During late hours, you will be asked to use the phone located outside the door to reach dispatch. Very easy.

I dont think so. But you can call and ask to make a police report and they will send a police officer. But too it depends on what type of report. But just call the non emergency number first and ask the question
Once in a while they have functions where they invite public to interact with swat team display. But it would be better if you visit the rialto station and get information. You can even call the station on none emergency number and seek for information.
