At first, the desk officers would ask your address and tell you to go to a different police precinct but I learned from a Supervisor that they are not allowed to do it. When they tell you to go to a different precinct, just ask them to do a courtesy report. If they still give you the run around, ask to speak to thier Supervisor and they will make the officer complete a courtesy report so that you're not driving around the whole city. The officers here are extremely kind though and the lobby is very clean. Best station for a report in the valley.

Called 911 for help with hit and run, assault, vandalism and damages to my property and the cops didn't show up for an hour and the guys left. I found the guy three hours later at his work armed so I called 911 for help with the man who had left the scene and by the time twomczrs and four officers showed up one hour later the guy left again.

I don’t know why the police don’t care about anyones safety anymore. I’ve been calling about a suspicious vehicle circling my neighborhood and I’ve been ON HOLD. WHAT IF SOMEONE WAS DYING?! Not even the 911 operator cared she just said I’ll transfer you to the non emergency hotline. I NEED HELP NOW!!!

My e-scooter, although locked and alarmed, was stolen from the Westfield Mall on Topanga Canyon and the police found it and returned it to me within two hours. I was honestly expecting to never see it again and was super impressed by their quick work and professionalism. If I could I would take them all out for lunch. This experience made me realize something about police: they honestly want to help. Also the team of officers that found my scooter was probably one of the most diverse groups of people I've even seen. During these times it's important to realize that police, like all Americans, come in all shades and orientations. This experience has made me hopeful for the future.

Yes as stated above The Department of Transportation does not have the means to run license plates so to them perception is reality.
Yes you can file an online report here: http://www.lapdonline.org/home/content_basic_view/60409
They'll take a report, but commercial crimes investigates it, which I believe is out of Downtown LA.
