Just trying to do some quiet reading and drawing when, I am assuming a volunteer, came in to the library. His voice was quite literally booming when talking to other patrons and I could hear him even though I was sitting downstairs. Otherwise, this library is well stocked and has a nice atmosphere. I might come back again.

OC Public library doesn't. Fullerton and Buena Park libraries do

It is just curbside. You can look at the entire OC Library online to see what is available.
You can register for an ecard online which gives you access to all the digital items. Ocpl.org/services/ecard-application. It doesn't look like you can get a physical card at this time. But once they fully open again, you will be able to convert your ecard to a physical one

Yes the library has a selection of children, teen, and adult Manga and graphic novels. Plus if this branch doesn't have what you want, but another does, you can place a hold and have it sent over for you

From the library website: Applicant must be a California resident. You can visit your local OCPL branch or apply online. At the branch present a photo ID to show your identity and give proof of your current address. A California Driver's License, DMV ID card, Mexican Consular Identification card, Passport or Military ID are all acceptable forms of ID. Please provide proof of your current address such as a recent utility bill, lease, car registration or checks with your address and your name on it. If you are under eighteen, you must have your parent/legal guardian sign your library application and include their driver's license number. If you are unable to provide proof of your current address, you can apply for an Internet Only card. Internet Only library cards allow you to use the Internet, but do not allow you to borrow material.
As long as you have a library ID or a way to log in you can print almost anything. But the paper will be the cheap one.
