The VA loan does allow for 100% financing up the appraised amount of the property. Therefore it definitely can be a $0 (Zero) down loan. There are some circumstances where closing costs can also be covered; however, that is on a case by case basis. Be sure to ask your loan officer about that when you speak with them!
